Społeczny Monitoring Edukacji (SME)
Społeczny Monitoring Edukacji jest obywatelską kontrolą władz oświatowych. Celem monitoringu jest gromadzenie informacji, upowszechnianie jej i reagowanie na te działania władzy, które mogą prowadzić do naruszania zasad demokratycznego państwa prawa, ograniczania wolności i autonomii szkół, nauczycieli, rodziców i uczniów, naruszania praw człowieka i obniżania jakości edukacji.
Zasady prowadzenia SME:
1. Jawność działań,
2. Obiektywizm,
3. Rzetelność,
4. Kompleksowość.
Przedmiotem zainteresowania SME są przede wszystkim działania Ministra Edukacji Narodowej, kuratorów oświaty, parlamentarzystów, władz lokalnych a także skutki tych działań dla edukacji.
SME realizuje trzy główne zadania:
1. Gromadzenie informacji,
2. Upowszechnianie informacji,
3. Reagowanie na pojawiające się zagrożenia.
1. Gromadzenie informacji
- Codzienny przegląd prasy, stron internetowych,
- Przegląd stenogramów wystąpień sejmowych i posiedzeń Sejmowej Komisji Edukacji, Nauki i Młodzieży,
- Informacje zbierane od osób współpracujących z „Monitorem”
- Listy, skargi zgłaszane do „Monitora”
- Pytania kierowane do MEN
- Spotkania indywidualne i zbiorowe, wywiady
- Kontakty z organizacjami pozarządowymi działającymi w obszarze oświaty,
- Przegląd i analiza sondaży i badań opinii publicznej.
2. Upowszechnianie informacji – sposoby działania
- Prowadzenie strony Internetowej www.monitor.edu.pl. Na stronie poza kalendarium umieszczane będą komentarze, analizy prawne, analizy językowe, analizy socjologiczne.
- Forum Internetowe.
- Rozsyłanie Newsletter’ów do stałych użytkowników „Monitora”, do prasy, do przedstawicieli władz, do parlamentarzystów, do organizacji pozarządowych.
- Pisanie artykułów prasowych.
- Gromadzenie, dokumentowanie i opisywanie indywidualnych przypadków.
- Organizowanie konferencji prasowych.
- Organizowanie konferencji dla osób i organizacji zainteresowanych oświatą.
- Przygotowanie i upowszechnienie „Raportu”.
3. Reagowanie
- Pisanie listów do władz z opisem i analizą zagrożeń.
- Listy otwarte.
- Współdziałanie z organizacjami społecznymi działającymi w obszarze edukacji.
- Organizowanie akcji społecznych.
- Zwracanie się z zapytaniem lub skargą do Rzecznika Praw Obywatelskich i Rzecznika Praw Dziecka.
- Zwracanie się do posłów, przygotowywanie propozycji interpelacji i zapytań.
- Informowanie deputowanych Parlamentu Europejskiego.
- „Hodowanie casusów”.
- Pomoc udzielania osobom poszkodowanym (w miarę możliwości).
- Przygotowywanie projektów zmian prawnych.
- Tworzenie „banku dobrych praktyk”.

PUBLIC MONITORING OF EDUCATION AND PUBLIC REPORT ON THE STATE OF EDUCATION
THE AIMS AND DESCRIPTION OF THE PROJECT
The principal aim of this project is to carry out a systematic monitoring of the action of educational authorities during the school year 2006/2007 and reporting on the diagnosis of the state of public education by the end of school year 2006/2007.
Ever since the position of the Minister of National Education was occupied by mister Roman Giertych the educational issues have gathered the public interest, unfortunately due to the controversial decisions or their noisy announcement by the new minister. His actions have triggered disturbing phenomena in educational system. They are often discussed in media but their more systematic effect on the educational system as a whole is absent. The proposals announced by the Minister of National Education stir educational circles and general public, but in most cases they possess reactive rather then active character – they concentrate on the particular decisions, the broad perspective, wider social setting as well as further consequences of such decisions being absent. The public debate of the educational environment concerning young generation, school, teaching, and educational system is missed.
The project of the Society of Educators answers to this situation by offering systematic monitoring of the deeds of the educational authorities and preparation of the public report describing the state of the national education.
Direct beneficiaries of the monitoring and report will be the participants of the educational system – teachers, students, their parents, school heads, school authorities, and persons supporting the development of school system. At the same time this project will be directed to the general public as a whole and the self-government and political operators.
FIRST COMPONENT
PUBLIC MONITORING OF EDUCATION (PBE)
Public Monitoring of Education (PBE) represents a civilian control of educational authorities. The aim of monitoring is to assemble the information, dissemination of this information and reacting to such authorities actions which may lead to negation the essentials of the democratic state of law, limiting the freedom and autonomy of schools, teachers, parents, and students, upsetting the human rights, and diminishing the quality of education.
The subject of PBE activities are the actions of the Minister of National Education, school curators, members of Parliament and local authorities, as well as consequences of this actions in education.
PBE produces three main tasks:
1. Collecting of information;
2. Sharing of information;
3. Diminishing the emerging risks.
SECOND COMPONENT
PUBLIC REPORT ON THE STATE OF EDUCATION (PRSE)
Public Report On The State Of Education will be the first document of this kind in Polish educational system. It will exploit the results of public monitoring and will be extended in the its analytical part and expert opinion. The very participation in the preparation of the report will form an act of the citizens and social action on behalf of the education. The most important stakeholders in the preparation of the report will be the non-government organizations.
The indirect goal of the monitoring and reporting originates the system of “culture of monitoring” in educational organizations and creates the “watch-dog qualities” by a non-government organizations. This kind of thinking and actions is rather feebly founded in our country, therefore we hope that this project will help various educational establishments to develop crucial competencies, which may be used in the their further projects and everyday activities. Our project inscribes in the process of democratizations of polish educations.
